ELECTRONIC SIGNATURES / Acquisition of Electronic Signature
 
Acquisition of qualified electronic signature/seal
 
Natural Person
 
Any natural person may obtain a qualified signature form the CSE either:
 
1. with his presence at the CSE offices where he will need:
(a) to complete and sign the relevant Application Form & Agreement for EU Qualified Certificate for Electronic Signature (natural person)
 
(b) to present his identity card (ID) or passport, which will be photocopied as true copy:
 
i. For Cypriot Nationality: National ID or Passport
ii. For EU countries: Biometric national identity card or Passport
iii. For non-EU countries: Passport (in the case of a passport which has not been issued in Greek or English, the certificate must be accompanied by an official translation into one of the languages ​​mentioned above).
 
2. with the presence of representative, instead of the applicant visiting the offices of the CSE, the representative should provide:
 
(a) a signed application form “Application Form & Agreement for EU Qualified Certificate for Electronic Signature (natural person)” certified by a Certifying Officer 
 
(b)   a certified copy of the applicant’s identity card or passport from Citizens’ Service Centers or District Administration.
In case the Applicant resides abroad other than Cyprus or Greece, the documents are validated through Apostille procedure.
 
 
The CSE, after receiving the documents and proceeding with their inspection, will deliver the Qualified Signature Creation Device (QSCD) to the applicant or his representative. In addition, the CSE will send the above documents to the Registration Authority to initiate the process of issuing the qualified certificate of electronic signature.
 
Once the application has been submitted, checked and approved, the applicant will receive a Purchase Order Number at the email address specified on the application, along with instructions to proceed to an electronic registration via the link https://pki.jcc.com.cy/nps/. After completing the necessary data, he will submit them to the Registration Authority through the abovementioned website using the QSCD. The Registration Authority, after checking the details of the electronic registration and the data from the documents provided by the applicant or his representative, will proceed with the issuance of the qualified certificate of electronic signature, informing the applicant at the same time. The Registration Authority then sends a PIN to the applicant's mobile phone.
The Applicant will receive the qualified certificate of electronic signature via the https://pki.jcc.com.cy/nps/ website, which will be stored on the QSCD.
 
 
Natural Person associated with Legal Person
 
Only for Companies registered in Cyprus
 
In the case of a natural person associated with a legal entity, the interested persons should submit the following documents to the CSE:
 
1.      A signed application form
 
2.      Certificate of Incorporation, issued by the Cyprus Companies Registrar *
 
3.      Certificate of registered Office, issued by the Cyprus Companies Registrar *
 
4.      Certificate of Directors and Secretary issued by the Cyprus Companies Registrar *
 
5.      Authorization by the Board of Directors stating the company's decision to authorize the company's representative as well as the natural person that the company wishes to issue and receive a certificate from *
 
6.      The certified copy of the ID card or passport of the company representative signed by the Authorized CSE Employee of the LRA
i. For Cypriot Nationality: National ID or Passport
ii. For EU countries: Biometric national identity card or Passport
iii. For non-EU countries: Passport (in the case of a passport which has not been issued in Greek or English, the certificate must be accompanied by an official translation into one of the languages ​​mentioned above).
 
 
In the event that the representative of the company is not the same person as the applicant, the following should be submitted additionally:
 
A certified copy of the applicant's ID or passport signed by the Authorized CSE Employee of the LRA.
 
i. For Cypriot Nationality: National ID or Passport
ii. For EU countries: Biometric national identity card or Passport
iii. For non-EU countries: Passport (in the case of a passport which has not been issued in Greek or English, the certificate must be accompanied by an official translation into one of the languages ​​mentioned above).
 
 
Important Note:
 
* The date of issue of the documents should not exceed 3 months
 
 
Legal Person
Only for Companies registered in Cyprus
 
In the case of a Legal Person, the interested parties should submit the following documents to the CSE:
 
1.      A signed application form
 
2.      Certificate of Incorporation, issued by the Cyprus Companies Registrar *
 
3.      Certificate of registered Office, issued by the Cyprus Companies Registrar *
 
4.      Certificate of Directors and Secretary issued by the Cyprus Companies Registrar *
 
5.      Authorization by the Board of Directors stating the company's decision to authorize the company's representative to issue and receive a certificate on its behalf *
 
7.      The certified copy of the ID card or passport of the company representative signed by the Authorized CSE Employee of the LRA
i. For Cypriot Nationality: National ID or Passport
ii. For EU countries: Biometric national identity card or Passport
iii. For non-EU countries: Passport (in the case of a passport which has not been issued in Greek or English, the certificate must be accompanied by an official translation into one of the languages ​​mentioned above).

Digital Certificate Renewal Procedure
 
The Digital Certificate can be renewed electronically by the user of the digital certificate as long as the certificate is valid. In such a case the user will have to pay the renewal fee for his digital certificate to the Bank's bank accounts as set out below.
 
The user will then electronically complete the Application Form & Agreement for EU Qualified Certificate for Electronic Signature (natural person) and sign it electronically with the existing certificate which should be valid. He will also sign a copy of his ID / passport and send it along with the electronically signed application to supportds@cse.com.cy.
 
 
Cost of Acquisition/ Renewal of a Qualified Certificate / Payment
 
Purchasing a Qualified Signature Creation Device (QSCD) costs €90 (plus 19% VAT). The issuance of a qualified certificate for electronic signature valid for one year, costs:
 
(a)    Natural person €100 (plus 19% VAT),
(b)   Natural Person associated with Legal Person €120 (plus 19% VAT) and
(c)    Legal Person €240 (plus 19% VAT)

 
Certificate Revocation Procedure
 
The user may request revocation of the certificate in one of the following ways:
 
(a) Directly electronically by himself
(b) By submitting the application to revocation@jcc.com.cy, which must be electronically signed with the certificate he wishes to revoke or by Phone at (+357) 22 868 500
 
 
OAM Announcement System

The Cyprus Stock Exchange has been appointed as the Officially Appointed Mechanism for the storage of Regulated Information known as OAM, according to the Law that provides for transparency requirements in relation to information about issuers whose securities are admitted to trading on a regulated market. Specifically, OAM is an electronic system for announcement submissions issued by listed issuers as well as by the CSE, CSE Members, Nominated Advisors (Nomads) and Secretaries of listed companies.

The OAM system makes use of electronic / digital signatures and has replaced the previous procedure which required the submission of announcements by fax and e-mail. Some key features of the system are as following: 
 
·         Web based user interface for announcement submissions.
·         Notification of the issuer about the state of the announcement in real-time via the user interface and electronic messaging.
·         Notification of the issuer by sending warning e-mails, in order to send announcements within the required timeframes.
·         Use by the issuer, of a qualified Electronic Signature, serving as a handwritten signature, ensuring thus the integrity of the announcement.
·         Ability to attach pdf files in the announcement body.
·         Allows the translation of the announcement by the issuer itself or by the CSE upon payment of the relevant fees.

In case the application for obtaining qualified electronic signature is submitted for access to the OAM Announcement System, it is necessary to supplement is addition the authorization form for the use of electronic signature (Appendix D – see related documents below) on behalf of the company.
